Ousted president Fernando Lugo (R) yesterday summoned his ministers to a shadow cabinet meeting. Meanwhile Federico Franco (L), the former vice-president who took his place at Government House on Friday, swore in a new team but faced international isolation. Lugo said he is aiming to return to power and will rally allies at home and abroad. The Federico Franco administration condemned a Mercosur resolution preventing it from attending this Thursday’s summit in Mendoza.
