UCEMA hosts Harvard professor

As Congress mulls over reform to the regulations over lobbying in Argentina, a roundtable hosted by the UCEMA featuring Professor Mark Hagan of the John F. Kennedy School of Government at Harvard University this week delved into the elements of legislation looking to generate greater transparency in the interaction between government and vested interests. The bill currently lacks the necessary to move forward.

For Hagan, the crux of the matter consists in picking between a status quo in which lobbying continues as is with limited transparency and there is an assumption that corruption takes place or another in which lobbying is regulated by bringing it into the “sunlight” and to generate trust with the greater public. Currently, meetings between members of the Executive and business leaders, unions, lawmakers, social leaders must be registered and the date and topics of the meetings declared for the public record. The Executive is now looking for a law that will also include Congress and the Judiciary, as well as grant access to groups that have traditionally been excluded from public advocacy.

Provisional Senate President Federico Pinedo (Let’s Change) attended the roundtable, saying “many times the problem is not the lobby, but the absence of lobby. There’s concrete pressure on politicians but nobody lobbies in favour of consumers.” Also present were Alejandro Díaz, CEO of the Argentine AMCHAM, Juan Cantarella, general manager of the Association of Argentine Components Factories (AFAC), Sergio Pernice UCEMA professor and Sybil Rhodes, director of the UCEMA Department of Political Science and International Relations.
