New rules for motorcyclists announced as BA government cracks down on crime

Buenos Aires governor Daniel Scioli has signed into law resolution 224/14, which stipulates that individuals riding pillion on mopeds and motorcycles will have to wear helmets and reflective vests with the vehicle's registration number visible, as part of a crackdown on criminal activity in Argentina's most-populated province.

A failure to follow new measures will be considered a serious infraction by authorities, who will have the power to confiscate vehicles and licenses from those who do not comply.

Provincial Cabinet Chief Alberto Pérez underlined that "this covers two complementary measures: the first which is already obligatory is that the second rider of a private motorcycle travels with a helmet and reflective vest with the registration number of the vehicle."

"This is a road safety measure, but above all for citizen protection, addressing a new criminal tendency: those crimes committed on motorbikes with a pillion rider," he added.

The minister also revealed that the decree gave mayores of the province's distinct municipalities the authority to "restrict the geographic zones and the hours in which more than one person cannot travel by bike, taking into account banking, commercial hours and their district's needs."

10,000 new police officers

Provincial authorities further announced that that more than 25,000 young people had currently applied to form part of the Buenos Aires police, who are aiming to add 10,000 new officers to their staff by the end of 2014.

The drive for new police represents the biggest recruitment campaign in the history of the force. To house potential recruits, nine academies are scheduled to open in the year across the province, adding to the 16 currently in function with the goal of decentralising the force's training program.
