Zaffaroni: Buenos Aires security measures are 'stop-gap solution'

Supreme Court Justice Raúl Zaffaroni has affirmed that the declaration of a security state of emergency in Buenos Aires Province only serves as a temporary measure, and called on governor Daniel Scioli to analyse the role of the region's police force as well as implement "more definitive" anti-crime policies.

"Scioli's response is a stop-gap solution, we must rethink the police. There are projects around the municipal police that are important and it is crucial to discuss that," the judge fired during an interview with Nacional Rock.

"I do not know up to what point things can be done to overcome this contingency, it is a crossroads but we have to think about more definitive, structural aspects. It is hard to act seriously when what is being done is an electoral strategy."

Zaffaroni moved on to emphasise that the key for improving public safety in the province lied in security forces.

"I do not think there is any type of solution if the police model is not rethought, but that cannot happen in one week either. The penal system is like a ship; you may have to make repairs but it has to keep sailing and that is going to take time," he opined.

The judge further added that planned reforms to the Penal Code should not be expected any time soon.

"I do not think that we will have a Penal Code in the next three years, and that is if everything goes to plan."
