Uruguay President José "Pepe" Mujica said that the next five years will be based upon a profound national reformation project, both "moral and ethical," more so than "technical," according to declarations made when organizing his cabinet members.

National reform was the recurring theme for the new president during the ceremonies held for his administrative initiation and for those of his thirteen ministers, all held separately in each of the different ministries.

Thus, Mujica asked politicians to be loyal to the nation and warned that those who wasted resources "deserve double the jail time," according to material published online.

Mujica said that optimizing resources through state reform is strategically convenient for the country.

He also said that the ministers themselves would delve into what policies each ministry will be basing itself on, but did take the opportunity to send a personal message to the armed forces with regards to his thirteen years in prison during the military dictatorship.

"Life is lived with courage, going forward. Each person has to deal with his own baggage, but this will not be used to get out of constructing" a better future, he said.

Luis Rosadilla was named Defense Minister.

The president placed Tabaré Aguerra as head of the Agriculture Ministry, and Eduardo Bonomi as head of the Interior Ministry.

As Economy Minister, Mujica named Fernando Lorenzo as director and placed Eduardo Brenta has head of the new Labour and Social Security Ministry.

The Education Ministry will be led by Ricardo Ehrlich, while Luis Almagro was sworn in as Foreign Relations Minister.

The Cabinet was completed with Ana Vignoli in Social Development, Graciela Muslera as head of Housing, Daniel Olesker in the Health Ministry, Enrique Pintado in the Transport Ministry, Héctor Lescano in Tourism and Roberto Kreimerman in the Industry Ministry.
